You must describe the requested records in enough detail to enable an employee familiar with the subject area of the request to locate the record(s) with a reasonable amount of effort.

Please supply the following information. If you don't have the exact title or subject, please provide a one or two sentence description.

While all OIG records are retained according to the Federal record retention schedule, most records are not retained permanently. Therefore, the more information you provide, the easier it will be to determine if the records still exist and their location. In order for a record to be considered subject to your FOIA request, it must be in the OIG's possession and control at the time we begin the search for responsive records.

Please provide any other information you have that will assist the OIG in locating the record, such as the office that created it or the geographical location. The records description area below is limited to 5,000 characters. It is your responsibility to provide detailed information to support your request for a fee waiver. You must submit this information along with your FOIA request.

You must explain the significance of the disclosure of the information to the public's understanding of the Government's operations and activities, based on your understanding of the type of information that you are requesting.

The statutory requirement for granting a fee waiver is that release of the information must be in the public interest because it is:

likely to contribute significantly to public understanding of the operations and activities of the Government;
not primarily in your commercial interest.

Explain how the contents of the records you are seeking provide meaningful information regarding the Department's or a bureau's operations and activities. What is the logical connection between the content of the records and the operations or activities you are interested in?

Disclosure of the records must contribute to the understanding of these operations and activities by the public at large or a reasonably broad audience of persons interested in the subject.

While your identity, vocation, qualifications, and expertise regarding the requested information may be relevant factors in your ability to inform the public, merely stating that you are going to write a book, research a particular subject, or perform doctoral dissertation work, is insufficient. You must explain the method by which you will convey the information to the public and how that method will inform a reasonably broad audience of persons interested in the subject.

If the information is already available to the public, for instance, in a library or reading room; through the Internet; or as part of the administrative record for a particular issue (e.g., the listing of the spotted owl as an endangered species) then your request for fee waiver will be denied.

Disclosure of the records must not be primarily for furthering your commercial interests.

A commercial interest is a commercial, trade, or profit interest as these terms are commonly understood. Your status as "profitmaking" or "non-profitmaking" is not the deciding factor. Not only profitmaking entities, but other organizations or individuals may have a commercial interest to be served by disclosure, depending on the circumstances involved.

If you represent (either directly or as an attorney) a business, corporation, or association, we will presume that your commercial interest outweighs the public interest unless you demonstrate otherwise.

Your identity, vocation, and the circumstances surrounding your request are all factors to be considered in determining whether disclosure would be primarily in your commercial interest. For example, if you are a representative of a news media organization seeking information as part of the news gathering process, we will presume that the public interest outweighs your commercial interest.

Explain how the public interest in disclosure would be greater than any commercial interest you or your organization may have.
