From September 1, 2012, to August 31, 2014, Texas received $209 million on 89 grants through The Pittman-Robertson Wildlife Restoration Act and the Dingell-Johnson Sport Fish Restoration Act. OIG determined that the State potentially diverted license revenue by transferring $8.9 million from an account dedicated to the management of fish and wildlife to a deferred maintenance account not protected by the State’s Fish and Wildlife Code. In addition, OIG questioned costs in seven categories. Furthermore, several annual performance reports that the Department submitted to FWS were missing key information, and the Department did not report its subawards for posting on a website designed to promote transparency in Federal spending.
