Issues Identified During Inspection of Energy Policy Act of 2005 Requirements for 30 Energy-Related Sections

Description

OIG inspected 30 DOI energy-specific sections of the Energy Policy Act of 2005 (EPAct) to determine if the requirements had been met. The methodology used to analyze these sections resulted in our identification of 379 total requirements, primarily administrative in nature—for example, due dates for reporting requirements and timelines related to bureaus’ energy research and related activities.

Overall, we determined that 86 requirements were not met due to missed deadlines, uncompleted products, and products not submitted to Congress for example.

Although DOI met most EPAct requirements, we suggested that it might consider the need for additional analysis to determine whether or not to fulfill remaining unmet requirements, as well as to determine if the requirements whose status we could not determine had indeed have been met.
