Description
OIG investigated allegations that a helicopter helmet company misled the Bureau of Land Management (BLM) and that the company and other vendors colluded with BLM personnel. We found that, though BLM sought expert advice on the acceptability of the submitted helmet, the DOI Office of Aviation Services (OAS) applied helmet standards from a new draft handbook instead of the currently approved handbook. We also found that BLM subsequently canceled the helmet contract and OAS was working to establish a transparent competition procedure.
