Investigation of Allegations of Reprisal Against an NPS Program Assistant

We investigated allegations that managers at Hawaii Volcanoes National Park (HAVO) reprised in numerous ways against a program assistant for submitting various complaints and grievances to the Office of Special Counsel and to National Park Service (NPS) officials. The program assistant also alleged HAVO’s trails were poorly maintained and that HAVO’s Maintenance Division was misappropriating HAVO funds. 

 

We did not substantiate the program assistant’s allegations of reprisal or his allegation that HAVO funds were being misappropriated. We learned, however, that the park’s backcountry trails have not been fully maintained. 

 

This is a summary of an investigative report that we issued internally to NPS. We provided the report to the NPS Director for any action he deemed appropriate.
