Investigation of Alleged Fraudulent Receipt of Overtime Pay

We investigated allegations that tribal construction inspectors for the Rural Water Supply System, Oglala Sioux Tribe, Pine Ridge Reservation, SD, fraudulently obtained overtime pay while working on the Bureau of Reclamation-funded Mni Wiconi rural water pipeline project. 

 

Our investigation could not prove or disprove the allegations. Review of the inspectors’ timesheets showed inconsistency between the hours each inspector claimed and the total hours the worksite contractors claimed; however, the subjects denied claiming fraudulent overtime and further denied knowledge of overtime fraud committed by others. At the time of our report, the Rural Water Supply System Distribution Construction Program had been completed and none of the inspectors were working for the Tribe.
