Investigation of BLM Contract Specialist

OIG investigated allegations that a Bureau of Land Management (BLM) contract specialist maintained concurrent outside employment for several years and may have misused Government time and property in violation of DOI ethics rules regarding outside employment. We also investigated allegations that the contract specialist may have given preferential treatment to a contractor in violation of procurement rules.

 

We found that the employee properly documented and reported his outside employment to his supervisor on the OGE Form 450 each year as required. A review of the employee’s Government email and Internet use showed minimal activity for personal business. We did not find any evidence of improper preferential treatment to the contractor.

 

We found the allegations unsubstantiated and forwarded our report to BLM for information only.
