OIG investigated allegations that a prime contractor made false claims by submitting subcontractor payment certifications that it either never paid, or did not pay in full for work at the Mammoth Cave National Park, Kentucky, and that it made false statements by presenting the National Park Service with signed checks it never sent to its subcontractors.
 
We did not find any evidence that the prime contractor submitted false claims. We found, however, that the prime contractor did not pay subcontractors promptly in accordance with Federal regulations, nor did it pay some subcontractors all of the monies they were due. As a result, the prime contractor’s surety bonding company paid approximately $499,000 to settle debts owed to subcontractors.
 
We presented our findings to the U.S. Attorney’s Office in the District of Western District of Kentucky, which declined to pursue the matter.
