Investigation of Reprisal Allegations at FWS Region 5 Contracting Office

We investigated allegations that a contracting officer’s supervisor in the U.S. Fish and Wildlife Service’s (FWS) Contracting Office, Region 5, reprised against her for making disclosures about alleged contracting violations. We confirmed that the supervisor did several things that affected the contracting officer, including reducing her workload, issuing her letters of counseling and management expectations, and canceling training that she was supposed to attend; we found insufficient evidence, however, that the supervisor’s actions were taken in reprisal for the disclosures.
