Investigation of Retaliation and Mismanagement by IBC Acquisition Services Directorate Officials

OIG investigated an anonymous complaint alleging that senior officials from the Interior Business Center’s (IBC) Acquisition Services Directorate (AQD) acted inappropriately by retaliating against AQD employees and preventing employees from contacting OIG regarding an internal investigation into a hostile work environment. We also investigated allegations that the officials did not follow proper hiring practices, and that the officials knew about and condoned the overcharging of fees on contracts that AQD administered for the U.S. Department of Defense’s Defense Advanced Research Project Agency (DARPA). We found no evidence to substantiate the allegations, and we referred the DARPA allegation to the U.S. Department of Defense Office of Inspector General.
