Description
We investigated allegations that the director of the Bureau of Land Management’s Office of Law Enforcement and Security (BLM-OLES) awarded a hiring action and promotion to an employee from the Bureau of Reclamation (BOR) to a supervisory position without requiring an application. According to the anonymous complaint, the employee was then promoted to deputy director without competing for the position.
The employee in question was, in fact, already employed by BLM but was on detail to BOR when they were selected for the BLM-OLES supervisory position. The employee was then selected for the deputy director promotion through a competitive process that followed all appropriate policies.
