Issues Identified During Our Compliance Audit of Kane Communications, LLC, on Contract No. P15PC00612 with National Park Service

We examined National Park Service (NPS) contract no. P15PC00612 with Kane Communications, LLC (Kane) to determine whether NPS obtained a fair and reasonable price in the contract award and whether it monitored the contract adequately. NPS issued this contract to repair damages caused by Hurricane Sandy at work sites in New York and New Jersey. 

 

We found that NPS failed to obtain the required cost estimate and to document the cost difference between Kane’s bid and all other bidders. As a result, we could not determine whether it obtained an appropriate price. We also found that NPS did not adequately monitor the contract. 

 

We recommended that NPS establish or update its procedures on acquiring contract estimates, document reasons for differences in contract bids, and maintain consistent and accurate contract documentation.
