NPS Contractor Pleaded Guilty to Wire Fraud

The OIG investigated allegations that a company fraudulently altered a purchase order (PO) that the National Park Service (NPS) awarded for the replacement of two fuel pumps at Great Smoky Mountains National Park. The company also allegedly then issued the altered PO to a second company to perform the work. We found that Kentey Fielder, owner of the first company, falsely represented himself to a second company as an NPS employee and emailed that second company two altered POs reflecting the second company as the primary contractor on the NPS fuel pump project.

October 2020 Semiannual Report to Congress

The October 2020 Semiannual Report to Congress summarizes the Office of Inspector General’s successful work completed from April 1, 2020, through September 30, 2020, to promote excellence, integrity, and accountability within the programs, operations, and management of the U.S. Department of the Interior. Our audit-related activities resulted in total monetary impacts of $18,416,069 with 83 recommendations made and 135 recommendations closed. Our investigative activities resulted in 4 indictments, 20 criminal and civil referrals, and $688,500 in civil settlements or recoveries.

This report details KPMG’s findings of its audit of financial statements from the Office of the Special Trustee for American Indians (OST) for fiscal years 2020 and 2019. The OST financial reports contain financial statements and notes for Tribal and Other Trust Funds (Tribal) and Individual Indian Monies Trust Funds (IIM). KPMG issued a qualified opinion, consistent with prior years, on the Tribal financial statements because it was unable to satisfy itself as to the fairness of trust fund balances. KPMG issued an unmodified opinion on the IIM financial statements.

NPS Employee Misused Government-Owned Vehicle

The OIG investigated an allegation that a National Park Service (NPS) employee misused an assigned Government Owned-Vehicle (GOV) by taking it home overnight on multiple occasions without authorization. We found that the employee routinely used the assigned GOV as a home-to-work vehicle without prior, written authorization as required by 41 C.F.R. § 102.5 and NPS policy.
